
On Thursday, October 30th 2025, the Conference on Meeting between Ho Chi Minh City Leaders and the FDI Enterprise Community, themed “Ho Chi Minh Metropolis: Sustainable Development in a New Era of Opportunities”, took place in Ho Chi Minh City.
Representing SingCham Vietnam, Mr. Seck Yee Chung, Vice President, joined other foreign business associations and enterprises in a dialogue with the city’s leaders to share perspectives on fostering a more enabling and transparent business environment.
During the session, Mr. Yee Chung highlighted one of the key challenges facing investors – the complex and lengthy licensing process, especially for permits applied only to foreign investors. He proposed that the city shorten the processing time for business licenses and ensure clearer guidance on documentation requirements, helping to reduce delays and administrative burdens. Mr. Yee Chung also noted specific issues in the rooftop solar sector, where current licensing interpretations do not accurately reflect the business model, leading to unnecessary procedural hurdles and project delays.
The discussion reflected the shared aspirations between the FDI community and the city government to improve administrative efficiency, strengthen investor confidence, and attract high-quality FDI to Ho Chi Minh City in the coming years.
